Kyrgyz may consider reinstating death penalty

BISHKEK, Kyrgyzstan _ Kyrgyz officials say they are exploring the possibility of restoring the death penalty in the Central Asian country, and the national security chief suggests executions could be made public as a crime deterrent.

Such moves would likely draw widespread international condemnation.

Kyrgyzstan imposed a moratorium on executions in 1998 and formally abolished the death penalty in a 2007 constitution.

State Security Services chief Murat Sutalinov said Wednesday the death penalty should be restored and some executions could be conducted in public to reduce crime.

The Interior Ministry also has called for lifting the ban on executions.

Belarus is the only former Soviet republic where the death penalty is still practiced.


Kyrgyz officials urge return to death penalty

BISHKEK, Kyrgyzstan _ Officials in Kyrgyzstan called Wednesday for the death penalty to be reinstated and said public executions could be carried out, a sharp reversal that will likely draw international condemnation.

Executions could in some cases be conducted publicly as a deterrent to crime, said Murat Sutalinov, head of the domestic security agency, a successor to the KGB.

The impoverished, predominantly Muslim Central Asian nation imposed a moratorium on executions in 1998 and formally abolished the death penalty in a 2007 constitution.

Sutalinov's proposals met with wide approval at a meeting of top security officials.

«Why must (citizens) put up for their entire lives with people who have committed terrible crimes against them?» National Security Council chief Adakhan Madumarov asked.

The National Security Council is scheduled to hold more discussions on the death penalty, and the findings will be submitted to President Kurmanbek Bakiyev.

Earlier this year, Interior Minister Moldomusa Kongatiyev recommended reinstating the penalty to cut the murder rate.

All five former Soviet republics in Central Asia supported a U.N. General Assembly resolution in 2007 calling for a global moratorium on the death penalty.

While the death penalty remains on the books in some other former Soviet nations, Belarus is the only one in which it is still carried out. Others, including Russia, have banned it or imposed moratoriums to meet requirements for membership in the Council of Europe, a human rights body.



Kirghizstan: les services spéciaux veulent des exécutions publiques

BICHKEK, 23 sept 2009 - De hauts responsables des services de sécurité du Kirghizstan, dont le chef du GKNB (ex-KGB), ont plaidé mercredi pour le rétablissement de la peine capitale, voire

pour des exécutions publiques dans cette ex-république soviétique d'Asie centrale.

La peine capitale y a été abrogée en 2007, après un moratoire de neuf ans sur les exécutions.

"Je considère justifié d'introduire cette peine d'exception pour certains crimes et dans certains cas, il serait mieux que l'exécution soit publique, ça nous aiderait à faire baisser le taux de criminalité", a déclaré Mourat Soutanilov, chef du GKNB, à la radio d'Etat.

"Dans ce cas-là, en deux ou trois jours, l'ordre serait rétabli dans le pays", a-t-il estimé, cité par l'agence kirghize Akipress, jugeant aussi que le Kirghizstan n'avait pas "à s'inspirer de l'Occident".

Le chef du Conseil de sécurité du pays, Adakhan Madoumarov, a lui aussi plaidé en faveur du rétablissement de la peine de mort : "Pourquoi la société devrait-elle supporter à perpétuité le coût de gens qui ont commis contre elle les crimes les plus effrayants?", s'est-il interrogé.

"Même les Etats-Unis, qui sont considérés comme un des modèles de démocratie, pratiquent trois types de peine de mort", a ajouté M. Madoumarov.

Le Conseil de sécurité, qui réunit notamment le président kirghiz Kourmanbek Bakiev et les ministres de la Défense, de l'Intérieur et le chef du GKNB, a indiqué à l'AFP qu'il étudierait la question prochainement.
