Bélarus: la Cour suprême confirme la peine de mort pour un condamné

MINSK, 11 fév 2011 - La Cour suprême du Bélarus a confirmé vendredi la condamnation à la peine capitale d'un homme pour une série de meurtres commis en été 2009, alors que le Conseil de l'Europe a appelé à plusieurs reprises ce pays à prononcer un moratoire sur la peine capitale.
Igor Mialik, 42 ans, a été condamné le 14 septembre 2010 par un tribunal de Mogilev pour avoir tué deux ressortissants russes et deux Moldaves voyageant en transit par l'Ukraine et volé leurs voitures et bagages.
L'un de ses complices Alexandre Sytchiov a été condamné à la réclusion perpétuelle, alors qu'un autre, Alexandre Kozyrev, s'est suicidé en attendant le verdict dans sa cellule de détention provisoire.
L'Assemblée parlementaire du Conseil de l'Europe (APCE) a averti en 2009 le Bélarus qu'il ne retrouverait son statut d'"invité spécial" auprès de l'institution que s'il acceptait d'introduire un moratoire légal sur la peine de mort. Un appel réitéré régulièrement par cette organisation.
Le Bélarus, dirigé par l'autoritaire président Alexandre Loukachenko, est le seul pays du continent européen qui n'appartient pas au Conseil de l'Europe.
